SEEKING A CLEAR VIEW
Avinor, the state-owned aviation agency of Norway, has embarked on a seven-year, USD 720 million (NOK 7,2B) project to build a replacement for the existing airport at Bodø. The new Bodø Airport, designed to serve 2.3 million passengers a year, is expected to become operational in 2029. Its construction will require 3.5 million square meters of bedrock and earth to be moved – the equivalent of approximately 1,400 Olympic swimming pools. To manage the complex, multi-year project, Avinor selected Baseline, a Norwegian consultancy. Baseline, along with two partners, has responsibility for all aspects of project control.

The unique terms of the contract require exceptional levels of insight into progress. “The commercial model is based on shared risk,” says Mats Nyland, Managing Partner at Baseline. “Collectively, we set a target price. If the contractor comes in under budget, we share the savings; if they exceed the budget, we share the extra cost. To avoid surprises and enable us to make the right adjustments as we go along, it’s vital for everyone to have visibility of cost and progress at all times.” Baseline knew the project controls software for the project would be critical to success, given the scale and complexity of the project. “For Avinor, a project of this scale is very rare,” comments Tomas Warnqvist, Senior Manager at Baseline. “Naturally, their toolbox was not ready for the challenge of managing between 500 and 700 subcontractors, all of which will need information about the schedule.”

FINDING THE RIGHT PROJECT CONTROLS SOFTWARE
Avinor sought an integrated software solution to enable cross-team collaboration throughout the project’s multiple phases. The RFP for the public-private airport project drew interest from several vendors. After creating a demo project to and inviting responses to allow them to evaluate solution quality and pricing, Avinor selected InEight. “The RFP found that the InEight solutions would align with our vision of integrated project delivery with open and easy information exchange,” says Tomas Warnqvist.
FAST AND EASY ROLLOUT
Baseline moved quickly to start using solutions from InEight’s modular, cloud-based portfolio. The first solution deployed was InEight Control, to which Baseline has added Estimate, Plan, Progress, Change, Schedule, Design, Report, and Explore. “In the simplest terms, we are using InEight to keep track of two key things: time and money,” says Mats Nyland. “Rolling out InEight was quite simple: there’s nothing to install, so all we really needed to do was determine where would we be storing information and who would have access to it.”

A SINGLE VERSION OF THE TRUTH
Airport construction began after a 10-month design phase that included light construction. Rolled-up cost estimates from the main contract are fed into InEight Estimate every month for benchmarking and then flow into InEight Control, Plan, and Progress. InEight Schedule is used to provide updated schedules of work to relevant subcontractors, and InEight Change manages change reports. “InEight is like the umbrella over this project,” says Tomas Warnqvist. “The lead contractors use different tools in some cases, but everything feeds into InEight for visibility, control, and reporting.” Power BI dashboards populated with data from the project’s InEight solutions will be displayed on large screens to keep everyone informed about progress. Using InEight solutions, Baseline delivers the required transparency and visibility on cost and progress to all project participants. “Anyone who has worked on a heavy civil project will know the pain of trying to work with numerous different versions of PDFs, Microsoft Project plans, and Excel spreadsheets that are all disconnected from each other,” says Mats Nyland. “With a single version of the truth available from InEight, everyone knows they are looking at the right version. And any new information is automatically shared with the appropriate people.” Tomas Warnqvist adds: “The InEight solutions avoid a lot of noise and wasted man-hours that otherwise come from people viewing information from different angles and not seeing the same thing.”
DELIVERING UNDER BUDGET
Baseline used InEight to benchmark the target price and then monitor and control the project; such visibility contributed to the delivery of the first phase under the expected budget. “Using our framework within InEight, we can easily and immediately see when the project is deviating from the desired course,” says Mats Nyland. “When we were applying our methodology with tools like Project and SharePoint, it felt like trying to hold water in our hands. With InEight, we have a robust system that keeps all the information in the right place. And with everyone using a single system, the quality of information is naturally higher.” InEight empowers Baseline to maintain a top-level overview of project status while retaining the ability to drill into granular detail on every invoice and every paycheck involved in the project. This transparency is vital given the shared-risk model.

OPTIMIZING OUTCOMES
